Knowledge and Rates of Use of Preschool Consultation by the Mothers in the Area of Health Tshitenge/Democratic Republic of Congo  [PDF]

Abstract:
Introduction: The postponement of the preventive activities of the Provincial Division of Health of East Kasai 2016 revealed que le level of attendance of the preschool consultation is decreasing less and less in the Health Area Tshitenge. Thus, this study set the goal of determining the knowledge and use of maternal pre-school counseling in the Health Area Tshitenge. Methods: The survey method was used by means of a questionnary administered to mothers in this region, but more specifically, we collected data from 422 mothers responsible for randomly selected children aged 0 to 5 in the four health. Results: After analysis and analysis of the data with the computer tool, we obtained the following results: the rate of use of the preschool consultation service is 60.7%; the level of education, occupation and the number of children under 5 years of age have a strong influence on the use of preschool counseling; lack of knowledge about the most important activity of preschool counseling has a negative influence on its use. There is a link between the use of the preschool consultation and the most important activity of the preschool consultation for the respondent; there is also a link between this and an appointment on the map; and finally, the cost judgment of SPC strongly influences its use. Conclusion: In order to raise this activity, the revitalization of preschool consultation activities in the Tshitenge health area, the reinforcement of the parents’ awareness on the use of preschool counseling from 0 to 59 months, and the revival of visits to homes for children whose mothers drop out of preschool counseling sufficient are a basis.

Abstract:

A few years ago, African contribution of the world trade was only around 2%. The investors, except those who are exploiting natural resources, never want to dare dispensing their fund in Africa. The reason of this situation was very simple. The majority of investors denounce the juridical insecurity and also the political preponderance across the African continent. With human and natural resources abundant, Africa is regarded as a continent equipped with a great potential of development. The years of independences in Africa saw being born in many States, of the organizations trying to solve these difficulties and to reinforce their capacities by the constitution of international organizations acting in all the fields. But it is only in the year 1990; some organizations appeared in the continent and knew of real rise thanks to the liberal and democratic economic policies. This article wishes to present an assessment of seventeen years implementation of the African Harmonization of Business Law Treaty of 1993. Firstly, it will describe the system from an institutional point of view and hence from a normative point of view. Secondly, during the course of this essay, there will be a focus on analysis of OHADA’s laws, its system and its potential impact. In addition, the article will concentrate on OHADA’s appropriateness in the business sector and necessary guarantees it must offer for a successful investment partnership with foreign investment.

Toward Evolution Strategies Application in Automatic Polyphonic Music Transcription using Electronic Synthesis

Abstract: We present in this paper a new approach for polyphonic music transcription using evolution strategies (ES). Automatic music transcription is a complex process that still remains an open challenge. Using an audio signal to be transcribed as target for our ES, information needed to generate a MIDI file can be extracted from this latter one. Many techniques presented in the literature at present exist and a few of them have applied evolutionary algorithms to address this problem in the context of considering it as a search space problem. However, ES have never been applied until now. The experiments showed that by using these machines learning tools, some shortcomings presented by other evolutionary algorithms based approaches for transcription can be solved. They include the computation cost and the time for convergence. As evolution strategies use self-adapting parameters, we show in this paper that by correctly tuning the value of its strategy parameter that controls the standard deviation, a fast convergence can be triggered toward the optima, which from the results performs the transcription of the music with good accuracy and in a short time. An Evolution Strategy Approach toward Rule-Set Generation for Network Intrusion Detection Systems (IDS)

Abstract: With the increasing number of intrusions in systems’ and networks’ infrastructures, Intrusion Detection Systems (IDS) have become an active area of research to develop reliable and effective solutions to detect and counter them. The use of Evolutionary Algorithms in IDS has proved its maturity over the times. Although most of the research works have been based on the use of genetic algorithms in IDS, this paper presents an approach toward the generation of rules for the identification of anomalous connections using evolution Strategies . The emphasis is given on how the problem can be modeled into ES primitives and how the fitness of the population can be evaluated in order to find the local optima, therefore resulting in an optimal rules that can be used for detecting intrusions in intrusion detection systems
