Abstract: facing the limited development of assessing culture in mexican public administration during the last century, and the few works published in order to analyze said situation, the present article analyzes the recent evolution of the processes of external evaluation of the social development programs so as to value their contribution to institutionalization in the aforementioned culture. this works concludes that, to date, there has been important advancement in the evaluation's normative framework; nonetheless, in the rest of the reviewed aspects only lesser words are heard, and the background problems detected early in the process prevail.
A obscuridade do poético em Paul Celan

Abstract: tensioned between variations of the said and the unsaid, and between figures of light and shadow, paul celan's work performs a certain confrontation with the condition of silence and obscurity, breaking all at once with a certain way of making poetry and of relating to reality. in this sense, celan's work can hardly be reduced to a kind of hermeticism, a category too vague to account for its singularity. in his work saying and silencing together articulate the tension that creates the poetic space in which the poem is inscribed. the poet himself tried to refuse the insistence of some critics on labeling his work as obscure. despite of its fragmentary nature, the recently published manuscripts of his speech project von der dunkelheit des dichterischen constitutes one of celan’s most extensive discussions of the matter of obscurity in poetry. this paper aims at presenting the fragments of his speech project and pointing out its importance to the discussion of the notion of obscurity in paul celan's work.

Neoliberalismo y eficiencia de los programas sociales en México

Abstract: this paper analyzes the changes that were introduced into social policies by neoliberalism, and particularly said policies' concern for effectiveness. in turn, such concern resulted in a heightened interest in reviewing social programs in hopes of securing the best performance possible in terms of cost-benefit. the paper also looks at the assessments that were carried out during the years 2002-2003 to review the management of social development programs. a conclusion was reached that significant improvements have been achieved on the matter, yet significant problems remain to be solved in order for the assessments to be methodologically reliable as well as useful.

Abstract: latin america has significant deficiencies in its systems of governmental management and participation. mexico is not an exception. the objective of this article is to analyze the process of the evaluation of mexican public action and social participation within the context of public management. thirty-one evaluated social programs are analyzed, using documentary analysis in combination with interviews with the involved actors. the variables studied were: organization of the evaluation system, resources utilized, sources of information and data treatment, content of the evaluation, and participation on the part of the beneficiaries and the social organizations involved. the conclusion is that mexico is far from achieving the levels of participation and evaluation which are proposed. important advances have been made in the evaluation of public programs, but there are still many problems and effective mechanisms of social participation have not been developed.

Abstract: in the last decade, some brazilian publishers invested in new translations of classics of foreign literature, especially those who have long been circulating in portuguese, but in so called indirect translations. the most recent cases of new translations of russian and german literature are exemplary in this sense. the numbers are significant and we can recognize there a new trend, but cum grano salis. statistics also show that these numbers are not as expressive as to allow a generalization the trend as a rule for all the brazilian publishing field, even if restricted to the literary market. for translation studies, however, this trend gives new life to the discussion on the various issues involved in this kind of translation. this papers aims to point out the limits and possibilities of direct and indirect translation and to reflect on their implications for the critique of literary translation.
Las ciencias sociales y el problema de la complejidad

Abstract: La ciencia moderna se especializa continuamente, dando lugar a múltiples disciplinas separadas entre sí; cuando lo que se requiere es un enfoque que las articule, apropiado para captar la complejidad creciente de nuestras sociedades. Los estudios de dicha complejidad pueden realizarse desde diversas perspectivas; en particular, desde las matemáticas que estudian sistemas animados por dinámicas no lineales, enfoque a cuyo tratamiento se dedica el artículo. El mismo se pregunta: qué se entiende por complejidad?, cómo se la puede estudiar? y qué aportes puede realizar al desarrollo de las ciencias sociales como tales y a la solución de problemas sociales concretos? Se concluye dando respuesta a ellas después de revisar los siguientes apartados: 1) perspectivas de estudio de la complejidad, 2) antecedentes de la perspectiva matemática, 3) desarrollo de las ciencias sociales y enfoque matemático, 4) actual enfoque matemático de las ciencias de la complejidad, 5) aportes de los estudios de la complejidad a la comprensión y solución de problemas sociales, 6) emoción y procesos decisorios, y 7) ense anza no disciplinaria de la complejidad.
Las empresas y su responsabilidad en el campo social

Abstract: Hace un par de décadas, aún se esperaba que los problemas sociales fueran resueltos a través de una oferta de servicios casi exclusivamente gubernamental. Posteriormente, con la aplicación del enfoque neoliberal y su crítica a la ineficiencia estatal, dicha participación se redujo, al tiempo que se incrementaba el papel de las organizaciones civiles. El campo social pasó así a depender de la gestión de estos dos actores. Sin embargo, no será necesario que un tercer actor asuma la responsabilidad que le corresponde en materia social? En el presente trabajo se revisarán brevemente los cambios sufridos por las políticas sociales en las últimas décadas y los nuevos conceptos que se han ido generando (capital humano, capital social, responsabilidad social empresarial). Se argumentará en torno a la necesidad de que también las empresas contribuyan a evitar y resolver problemas sociales, se revisarán las experiencias que se han desarrollado en otros países, se analizará la situación en el caso mexicano y se presentarán algunas conclusiones preliminares.
ACERCAMIENTOS A LA CIENCIA, LOS SUE OS Y EL ESTADO DE VIGILIA EN DESCARTES

Abstract: Tanto le debe la filosofía moderna a Descartes que resulta difícil, cuando no imposible, determinar toda la influencia que ha tenido el filósofo francés, y hasta qué punto es un precursor de las ideas de sus sucesores. Muchos pasajes de las obras de Descartes contienen pensamientos, problemas y soluciones en estado embrionario pletóricos de interpretaciones posibles y de buenas ideas. Un buen ejemplo es la breve pero bien conocida comparación que Descartes hace entre los sue os y el estado de vigilia. Con esta comparación dio principio a lo que más tarde Kant había de llamar "el escándalo de la filosofía". Descartes utiliza los fenómenos del sue o, comparados con la “realidad” del estado de vigilia, para se alar que es perfectamente posible dudar de la existencia de un mundo real más allá de las experiencias subjetivas de la mente humana.
