Abstract: this article proposes a theoretical and operational reflection, to be enriched by the invited debaters, about the significance of institutionalizing evaluation from the perspective of public management, by introducing a "culture" of evaluation in the routine of primary care as guiding element for a health care policy. the discussion is oriented by a summary revision of the literature contextualizing two previous debates that focalized the institutionalization of evaluation in health and primary care. the article defends the principle that evaluation only aggregates value when the knowledge and information it produced come to generate institutional and professional improvement. furthermore, it approaches the need for a broad range of tools including political-institutional decision-making, financial resources, technical mechanisms and organizational strategies for the qualification of human resources, adapted to the specific needs arising from the decentralization process of the primary health care management and other directives and principles of the unified health system-sus.

Abstract: O artigo prop e uma reflex o teórica e operacional, a ser enriquecida pelos debatedores convidados, sobre o significado de institucionalizar a avalia o a partir da perspectiva do gestor federal em induzir um "aculturamento" da avalia o, na rotina da aten o básica, considerada a o norteadora de uma política de saúde. A discuss o se orienta por uma revis o sumária da literatura contextualizando dois debates anteriores que focalizaram a Institucionaliza o da Avalia o em Saúde e a Aten o Básica. Defende-se o princípio de que o ato de avaliar só agrega valor quando o conhecimento e o uso das informa es produzidas geram aprimoramento institucional e profissional. Aborda-se ainda a necessidade de uma ampla ordem de ferramentas como: decis o político-institucional, recursos financeiros, mecanismos técnicos e estratégias organizacionais de qualifica o de recursos humanos, adaptados às necessidades específicas decorrentes do processo de descentraliza o da gest o da aten o básica, demais diretrizes e princípios do SUS.
Characteristics and Diversity of Cyanobacteria in Periphyton from Lentic Tropical Ecosystem, Brazil  [PDF]

Abstract: This study aimed to perform the taxonomic survey of the species of periphytic Cyanobacteria in a lentic tropical environment, seeking to contribute to the knowledge on biodiversity and their distribution. This study was conducted at the Samambaia Reservoir, which is located at Federal University of Goiás, Goiania, Central West region of Brazil. In general, the water of the Samambaia Reservoir is characterized as more turbid and the increased biochemical oxygen demand as well as a higher concentration of coliforms in the rainy season. Twenty six samples were collected, ten in the dry season (09/2010 and 11/2010; 07/2012) and ten in the rainy season (01/2011 and 03/2011; 01/2013). Periphyton was collected from stems of aquatic plants (Cyperaceae), which were in the marginal area of the reservoir. With the floristic survey, 38 taxa of Cyanobacteria were identified in periphyton of the Samambaia Reservoir. Phormidium (family Phormidiaceae) and Aphanocapsa (Merismopediaceae) are among genera with the highest species richness. Regarding morphological types, many species of filamentous cyanobacteria were identified, followed by colonial taxa. In relation to the frequency of occurrence and the seasonal period, 14 taxa were classified in the rare category, 12 in common category and 12 in constant category. Regarding the seasonal period, Cyanophyceae were the greatest wealth in the rainy season (97.4%).
Dinamica sucessional de comunidade de algas perifíticas em um ecossistema lótico subtropical

Abstract: this paper aimed to describe the successional changes in the structure of periphytic algal assemblages in a lotic environment, during the rainy period, indicating the descriptor species. the study site was corvo stream (22o39's, 52o46'w), a tributary of the paranapanema river, located near the rosana reservoir, in the northwestern paraná state, brazil. periphyton samples on artificial substrate and abiotic data were obtained from 21 november to 12 december 2003, at three-days intervals. algae were identified and quantified using inverted microscope at 400x, according to uterm?hl. the analysis of the succession dynamics considered the following parameters: species richness, total density, relative abundance of taxa, descriptor species, shannon-wiener diversity and evennes. fluctuations in total density were determined mainly by bacillariophyceae, chlorophyceae, cyanophyceae, and zygnemaphyceae. higher values of abundance of the periphytic algae were recorded for small species of diatoms, known as efficient colonizers, which were abundant throughout the study period and showed rapid growth, as well as for cyanobacteria and filamentous green algae (oedogonium spp. and stigeoclonium spp. ), which were more abundant in the latter successional stages and showed slower growth. the first ones are among the r-strategists, while the latter are among the c-s strategists (more competitive algae in mesotrophic and stable systems). shannon-wiener diversity was high (2.2 to 3.1), with the highest value in the third week of study. according to the principal components analysis, nutrients concentrations, ph and turbidity were the most important abiotic factors for explaining the community structure changes throughout the succession.
Periphytic desmids in Corumbá Reservoir, Goiás, Brazil: genus Cosmarium Corda

Abstract: with the objective of investigating the taxa of cosmarium, four collection stations along the corumbá reservoir were set up. this resulted in the first work done on the genus in the state of goiás. the collections of the material, of the epilithon type, were carried out in july 1996 and in the period between december 1996 and july 1997. the samples were preserved with 0.5% acetic lugol. the qualitative analysis was done by optical microscopic on non-permanent slides. twenty-one taxa of the cosmarium were described, each one illustrated by means of a camera lucida attachment.
Desmídias pseudofilamentosas na comunidade ficoperifítica do Reservatório de Rosana, Bacia do Rio Paranapanema, Brasil

Abstract: (pseudofilamentous desmids of the phycoperiphytic community of the rosana reservoir, paranapanema river basin, brazil). this study aimed to make an inventory species of periphytic pseudofilamentous desmids from three regions of the rosana reservoir, southern brazil. samples were collected in autumn and winter periods at different sites along the river-dam axis of the reservoir (fluvial, intermediate and lacustrine regions). the substrates (petioles of eichhornia azurea kunt) were collected in the littoral. thirteen taxa of phycoperiphytic pseudofilamentous desmids (desmidiaceae) were distributed in five genera: desmidium c. agardh (3), hyalotheca ehrenberg (1), onychonema wallich (3), sphaerozosma corda ex ralfs (1) and spondylosium brébisson ex kützing (5). considering both sampling periods, in the lacustrine region it was recorded the highest number of species, i.e. eight in autumn and ten in winter. independently of the sampled period, pseudofilamentous desmids were not found in the fluvial region, well as in the intermediate region in the autumn.
Influência do gradiente longitudinal (rio-barragem) na similaridade das comunidades de desmídias perifíticas

Abstract: the aim of this work was to evaluate periphytic desmids composition in the distinct regions to long of the axis the river-dam and the main biotic and abiotic factors that had affected the composition of this set in the rosana (paranapanema river) and "salto do vau" reservoirs (igua?u river). the samples were collected in the summer and winter periods, during 2002. the substrata collected was petioles of the aquatic vegetation, in the adult stadium. in the results were registered 531 species and of these 191 are species of desmids, with 171 registered in the summer and 113 in the winter period. of the 18 genera of desmids, cosmarium corda was most representative (34.2%) in rosana and closterium nitzch ex ralfs (30.8%) in "salto do vau" reservoirs. cluster analysis with all the showed species of desmids, sites and periods separated to both reservoirs, being that the periods were clearly evidenced only for the "salto do vau" reservoir. the composition of the desmids in the three regions of rosana varied in the two periods. already in "salto do vau" the greatest richness occurred in the transition region.

Abstract: among the gardens created by men, the botanical garden can be considered as one of the most important. it has many functions such as scientific, educational, social, aesthetical, historical and ecological. the contemporary botanical garden of s?o paulo was officially established in 1938 with all the functions mentioned above, but the record of its history lacks a revision. the history of the botanical garden of s?o paulo has shown some frustrated attempts to initially establish the garden and then to change its original site. two areas for the construction of the garden were the most relevant to its history: the site where it was initially conceived, between 1799 and 1838, which today is known as parque da luz, and the site where it is now present, since 1928, at the parque estadual das fontes do ipiranga (pefi). there were other botanical gardens at s?o paulo between 1896 and 1928 such as horto botanico da cantareira, horto botanico oswaldo cruz and horto botanico do museu paulista. nowadays, only the botanical garden at pefi remains. the history of the botanical garden of s?o paulo is associated with the history of a governmental scientific research institution, the instituto de botanica, which is presently responsible for its administration.

Abstract: this study aimed to publish species belonging to the genus cosmarium corda of the periphytic community in three regions of the rosana reservoir, southern brazil. the samples were collected during the summer period and winter in the distinct regions to long of the axis the river-dam in the rosana (paranapanema river). the collected substrata, always in the littoral region and in all of the collection points, they were petioles of eichhornia azurea kunth. in the results were registered 48 species, distributed in fluvial, intermediary and lacustrine regions. among these taxa, 45 were registered for the summer and 31 for the winter. higher species richness occurred in the lacustrine region for both periods of collection. cosmarium abbreviatum raciborski var. minus (west & west) krieger & gerloff, c. granatum brébisson ex ralfs, c. pseudoconnatum nordstedt, c. punctulatum brébisson and c. quadrum lundell var. minus nordstedt occurred all regions were sampled in both periods.

Abstract: Periphytic algal community in artificial and natural substratum in a tributary of the Rosana reservoir (Corvo Stream, Paraná State, Brazil). This study evaluated the heterogeneity in periphytic algal community, under the influence of time colonization on artificial substratum. We also examined which abiotic variables most influenced the community in natural and artificial substratum. Egeria najas Planchon was used as natural substratum, and a plastic plant, asartificial. This experiment was carried out in a lateral arm from Rosana Reservoir, formed by Corvo Stream (Paranapanema river basin), in the period from November 21st to December 12nd, 2003, characterized as a warm and rainy period. Changes in species composition were assessed using the similarity indices. 495 taxa were registered in the phycoperiphytic community, distributed in 133 genera and 11 classes. Zygnemaphyceae, Bacillariophyceae, Chlorophyceae and Cyanophyceae presented higher species number, in both substrata. Staurodesmus, Closterium, Staurastrum and Cosmarium (Desmidiales); Gomphonema and Eunotia (Pennales); Characium, Scenedesmus and Desmodesmus (Chlorococcales); Anabaena and Aphanocapsa (Nostocales and Chroococcales, respectively) were the most species-rich genera. The epiphytic community reached the highest species richness in the 15th successional day. Regardless the substratum type, the number of species was probably related to the high concentrations of nutrients (phosphorus and nitrogen). Este trabalho objetivou analisar a composi o da comunidade de algas perifíticas sob influência do tempo de coloniza o em substrato artificial. Ainda procurou responder quais variáveis abióticas mais influenciaram na comunidade em substrato artificial e natural. Utilizou-se Egeria najas Planchon como substrato natural e planta de plástico semelhante à Egeria como artificial. O experimento foi realizado no rio do Corvo, tributário do reservatório de Rosana (bacia do Paranapanema). As amostragens foram realizadas de 21 de novembro a 12 de dezembro de 2003, quando o clima é caracterizado como quente e chuvoso. As altera es na composi o específica do ficoperifíton foram analisadas utilizando-se o índice de similaridade. A comunidade de algas perifíticas compreendeu 495 táxons, distribuídos em 133 gêneros e 11 classes. Zygnemaphyceae,Bacillariophyceae, Chlorophyceae e Cyanophyceae apresentaram maior número de espécies, em ambos os substratos.
