System and Policy in the Planning of Higher Education in Mexico  [PDF]

Abstract: In higher education in Mexico, the tension between institutional practice and the directives of government authority produces a scenario of uncertainty. In recent decades the government has used planning mechanisms in an attempt to induce a more solid direction all round. Such a policy tries to assert itself in generic criteria such as the opening of opportunities by increasing student enrollment numbers and the radius of social recruitment. It does not relinquish the maxim of educational achievement and quality of service. Nevertheless, given the interinstitutional complexity of the system, it is hard to ensure that these would bring about significant corrections in the short term. The crux of the matter lies in the resolution of the ties between the government and the Higher Education Institutions (HEIs), indeed, between centralization and autonomy. One escape route from this tension has been the parallel growth of the private higher education sub-system, but in relation to the public sector the approach of official policy has been to advance evaluations as a means of information and control.
The Effects of Systemic Risk on the Allocation between Value and Growth Portfolios  [PDF]

Abstract:

Given the striking effects of the recent financial turmoil, and the importance of value and growth portfolios for both local and international portfolio allocation, we investigate the effects of systemic jumps on the optimal portfolio investment strategies across value and growth equity portfolios. We find that the cost of ignoring systemic jumps is not substantial, unless the portfolio is highly levered and the average size amplitude of the jump is large enough. From the optimal asset allocation point of view, it seems more important the effects of few but relatively large jumps than highly frequent but small jumps. Indeed, the period in which the value premium is higher coincides with a period of few, but large and positive average size jumps for value stocks, and negative and very large average size jumps for growth stocks.

Abstract:

Schizophrenia and psychosis are psychiatric condition whose neural mechanisms are yet incompletely known, and for which pharmacological treatment is too often ineffective in a growing clinical cohort. Recently, dendritic morphological changes in arborization and dendritic spine density in limbic regions has been reported in postmortem tissue from schizophrenic patients and in animal models of schizophrenia, suggesting that the use of medication improving synaptogenesis may be beneficial as additional treatment of psychotic patients. Cerebrolysin (Cbl) is a drug available for clinical with active neuropeptides fragments that mimics the action of endogenous neurotrophic factors such as BDNF, GDNF, CNTF and NGF, which improves the integrity of the neuronal circuits as well as cognitive and behavioral performance by exerting a neuroprotective effect and promoting the generation of new functional synapses. Recent work from our laboratory has shown that Cbl ameliorates synaptic and dendritic pathology in animal models of schizophrenia by increasing synaptic density and restoring neuronal cytoarchitecture. This neuroprotective effect improves the integrity of the neuronal circuits and improves cognitive and behavioral performance. Importantly, Cbl treatment seems to be safe when used in combination with neuroleptics such as risperidone. The present article analyzes the potential of Cbl in the treatment of neurodevelopmental disease, and reviews the current literature on the effects of Cbl in in vivo animal models of neurodevelopmental disorders like schizophrenia.

Abstract: In agriculture and forestry, the need to increase production and the simultaneous efforts to minimize the environmental impact of agricultural production processes and save costs find in sensor systems the best allied tool. The use of sensors helps exploit all available resources appropriately and to apply hazardous products moderately. When nutrients in the soil, humidity, solar radiation, density of weeds and a broad set of factors and data affecting the production are known, this situation improves and the use of chemical products such as fertilizers, herbicides and other pollutants can be reduced considerably. Abstract: over the last sixteen years the federal government of mexico has given growing importance to protected natural areas, and particularly the biosphere reserves. in this essay we examine the effect of this support on the biospheres' fulfilling the different functions outlined by the seville strategy, promoted by unesco and adopted by member countries. the first reports published on the biodiversity and ecosystem ecology protection in these areas are contradictory and not, in general, very optimistic. some reserves-especially those that have a laboratory or are associated with a research institute-are very important research centres, and have made a truly important contribution to our knowledge. the incorporation and participation of local communities is improving although there are several aspects that are not yet well developed and in more than one instance there is limited acceptance by the local population. in recent years, there has been notable headway with payment for environmental services. the recommendation that biosphere reserves serve as laboratories for in the search for new alternatives that favour sustainable development at the regional level has not been met; mainly because of the lack of cooperation with other government development programs. it is evident that the biodiversity cannot be effectively protected if no attention is paid to what is happening outside the protected natural areas, thus the last part of the essay deals with rural, ejido, community and private conservation proposals.
