Abstract: The depletion-recovery cycle of the ozone layer is explained on the basis of the magnetic properties of oxygen, ozone, nitrogen oxides and chlorine combinations, which upon interaction with the Earth’s magnetic field, give rise to gaseous fluxes polar- and equatorial-wards.

Abstract: This paper is based on the findings from two research projects in the Mexican port subsector and shows evidence that business process reengineering is a viable tool for government reform in Latin America. The paper opens with a brief description of New Public Management (NPM), a model used in recent efforts for state reform in the region of Latin America. The modernization of Mexican ports is based on the NPM paradigm. The following section includes a definition of business process reengineering, its methodology and relevance for the public sector. Subsequently, the development of the projects is outlined, including their main objectives and justification, the methodology used, the participating employees, and the results achieved. The findings of these projects are both significant and thought-provoking. The paper concludes with a series of recommendations for the implementation of business process reengineering in the public sector.

Abstract: An explanation is given for the thermal equilibrium in the biosphere, which is based in the equality between the thermal energy received from the sun and the thermal energy reemitted from the atmosphere to the space. In order to understand the origin of the energy that gives rise to the processes and phenomena taking place in the biosphere, it is necessary to take into account the free energy represented by the product of temperature times the change in entropy, T△S, whose magnitude can be attributed to the variation experimented by the wavelengths (or, consequently, the frequencies) of the radiations composing the radiation spectrum received from the sun compared with the radiation spectrum reemitted from the biosphere into the space. A simple discussion allows to predict that the entropy increase driving the processes is connected with a spontaneous conversion of high frequency radiations (with lower “content” of entropy) in radiations of lower frequencies (with higher “content” of entropy). A consequence of this is that high frequency radiations would correspond to more ordered states and, therefore, to less probable states than those corresponding to radiations of lower frequencies.

Abstract: summary the fraction of its wealth that venezuela dedicates to s&t has been 0.21% of the gnp for the years 1954 to 1999 (or 0.39% of the gnp for the period 1984-1999). within the venezuelan s&t sector, intevep has been the most significant institution, employing 31% of the area resources, followed by 27% in the r&d units of national universities. conicit, the official s&t agency, has consumed 18%. ivic has received 12% of the total; however, in turn, is the institution that has contributed the most to the production of indexed articles with 2685 papers (27 of the national total). in this aspect follow the universities: the universidad central de venezuela with 24%, the universidad de los andes with 16% and the universidad simón bolívar with 14%, while intevep has only produced 3%. the production cost of an indexed publication was calculated, for ivic, at bs 969 thousand (constant with base at year 1984) or its equivalent of about us$ 77,330. for the universidad central de venezuela the calculated unitary cost for indexed piblications was bs 654 thousand (constant with base 1984) and for the universidad simón bolívar it was bs 367 thousand (constant with base 1984). after analyzing the relative weight of the elements that contribute to the calculation of institutional unitary costs, it was concluded that ivic values constitute the best approximation for the venezuelan scientific system. thereafter, a correction factor applicable to national universities was obtained, which could allow the determination of more accurate values for unitary costs, which do not include salaries or services

Abstract: eduardo sacriste's book "building footprints", showing plan views from antiquity to the 20th century all at the same scale, inspired us to publish a set of ground plans at 1:250 scale of chilean architecture. the plans are divided into two groups. the first group is a series of houses -single-family homes, a social housing collective and a loft- built between 1946 and 2002. the second group is a set of building floor plans that extend beyond the limits of the page in almost every case. it includes the former hotel carrera whose renovation to house the foreign ministry still defies common sense. substituted for the proposal of equal cost that won the 2001 tender, it has contributed to bringing the chilean public tender process into disrepute. our thanks go to all our contributors who allowed us to use their drawings. especially to fernando pérez oyarzun and his students in the 2003 "theory and practice of domestic space" seminar at the u.c.'s school of architecture for the survey material they supplied to us, which forms the basis of a significant part of this publication

Abstract: this paper approaches distance education in brazil from three different angles: after presenting the legislation, it describes the landscape of distance higher education (graduation): its short history and current performance, and then stresses the problems de is creating for teacher training, especially in pedagogy courses. it then advocates the thesis that teacher training should be carried out in a classroom, which is the locus that condenses the culture of teaching and learning and involves human relationships essential for teaching.

Abstract: this article discusses the brazilian distance education in the context of expansion of higher education, observed after ldb/1996. the focus of this analysis is the evaluative and regulatory actions of state and political counterpoint of private enterprise, whence derive three major tensions, which are: the attraction of private over public; the quality problem in the binomial presential education versus distance education; and, finally, the controversies regarding the distance education model to be assumed (or not) in brazil.

Abstract: this paper explores the connection between economic, political, and cultural globalization processes and recent education and language reforms in colombia. throughout the article, the author attempts to demonstrate that current education and language policies in colombia are tightly connected to transnational agendas and models of reform that do not necessarily represent a real benefit for the majority of the population, but, instead, may render privileges for a few. with this analysis, the author insists on the need for an equitable plan for the improvement of language teaching and learning in colombia in a way that considers local priorities of economic development, respects local knowledge and culture, and accounts for a systemic and fundamental improvement of the public system based on the dissimilar conditions that affect schools, teachers, and students in both the private and the public sectors in the country.

Abstract: the history of the chilean literary criticism often begins with the name of andres bello as the frst prominent figure. in some cases, there are searches of critical testimonies in the colonial literature. in other cases, a distinction is made between the decimononical critique (known as "literary commentary") and the professional criticism of the 20th century, which started with omer emeth towards 1906. this article states that, between the 20th and omer emeth, there exists a transition process within which the emergence of the literary and artistic magazine instantáneas de luz i sombra plays a crucial role. in that weekly paper, a critical exercise is observed, this goes from the most basic commentaries towards the maturity of written critical practice that shows signs of advanced professionalization.

Abstract: imre kertész's literary work has a predominant autobiographical character, being at the same time a work of fiction. his have been said to be autobiographical novels. the author rejects, however, this label: such a gender does not exist!, he says. the problem is -and his whole work only confirms the significance of this question- how to understand his writing: what is the relationship between writing, or language, and experience? and the relationship between language and world? -this work states that kertész's ideas and the literary practice can only be well understood in the frame of a so-called hermeneutical-phenomenological thought. with the help of some basic ideas borrowed from nietzsche, heidegger, and merleau-ponty, this study will try to explain what it could be called a non-mimetical (and non-subjective) concept of expression.
