Circling the Blood in the Water: The Difficulties in Endangered Species Protections for the Great White Shark  [PDF]

Abstract:
The purpose of legislation like the Endangered Species Act is to provide a means to conserve the ecosystems of endangered and threatened species, but not all species that may appear to need conservation are granted protection. An estimated 100 million sharks are killed each year largely due to exploitation, yet few shark species are ever granted protection under state or federal endangered species acts. The Northeastern Pacific population of the Great White Shark is no exception. Despite the numerous threats facing the white shark, NOAA denied a petition to list it as an endangered or threatened species under the federal Endangered Species Act. In light of the pending California decision to list the white shark under its state endangered species act, this paper considers whether or not such extreme protections are necessary. This paper first discusses the threats facing the white shark, the listing processes of both the federal and the California endangered species acts, and NOAA’s 12-month negative finding. Finally, this paper concludes that endangered species protections are not warranted in the case of the Northeastern Pacific white shark because of prior government intervention and conservation efforts already in place.

Abstract: In this paper, we present evidence to show that the dynamics of rigid solid bodies is not a closed discipline, particularly in the field of rotational dynamics. From the observation of bodies with intrinsic rotation in our universe, our research group proposes new dynamic hypotheses that explain the behaviour observed when these bodies are subject to new simultaneous non-coaxial rotations. A new gyroscopic conical pendulum was designed for this purpose. Experimental tests initially conducted with this new gyroscopic conical pendulum were repeated for their recording on video, which accompanied this paper for better understanding thereof. These experimental tests positively confirm the new Theory of Dynamic Interactions, and its dynamic laws, which help us to understand the behaviour of this pendulum and, in general, that of the baryonic mass when it is subject to non-coaxial simultaneous rotations. It thus provides a better understanding of the nature and the dynamic behaviour of our universe.

Abstract: The current article approaches and assesses the different conceptions and understandings of quality in the higher education scope. Initially, the text reviews the concepts of quality based on the taxonomies presented by the top researchers approaching this subject; next, it shows a list of terms that have been recently identified according to the views of quality in higher education, such as economic competitiveness and market growth, sustainable sociocultural and economic development or, yet, to a view of higher education that has the prior mission of social cohesion and equity. Finally, the relentless conceptual relativity of quality in the higher education is approached.

Abstract: Tropical regions along the Andean Cordillera face an uncertain future as mountain lakes and snow peaks exhibit receding trends associated with factors such as climatic precursors and local anthropogenic activities. Tota, the largest mountain lake in the Colombian Andes, exemplifies the role played by these factors on the lake's hydrologic evolution. A monthly water balance in Tota Lake was performed using available hydrological information from 1958 to 2007 to address interannual and multiannual level fluctuations associated with human activities and climatic precursors. The balance shows that net water uses fluctuated around 2 m3/s during this period with a pattern that, although constrained during years of severe decline in lake levels, is able to explain most of the multiannual decaying trend of 1.5 cm/year in the last 50 years. The lake’s naturalized levels were used to determine the influence of climate precursors on the lake evolution. Using Multichannel Singular Spectrum Analysis (M-SSA), significant five-year ENSO and 20-year PDO related quasi-oscillations were detected, explaining 54% of the variance associated with mean annual naturalized level fluctuations. ENSO is markedly in-phase with lake levels, with critical declines associated with low precipitation and high evaporation rates during El Niño years, whereas the PDO signal exhibits a phase opposition with lake levels, with low naturalized levels during a positive PDO phase and high levels during a negative PDO phase (an important result to consider given the current cooling trend of the PDO signal).
