SABERES Y ENTORNOS: NOTAS PARA UNA EPISTEMOLOGíA DEL TERRITORIO1
Vergara,Nelson;
Alpha (Osorno) , 2010, DOI: 10.4067/S0718-22012010000200012
Abstract: territory is a reality which manifests itself through a plurality of areas and factions that we will call here perspectives. two of them seem to us, theoretically, are always correlative: the metaphysical perspective and the epistemological perspective. according to the first, territory is a kind of effective reality, though not always in a concrete fashion, while the second is a notional reality, a concept, a theory. in this essay we approach territory through this second condition, reviewing what we generally understand as epistemic reality; and what territory seems to be to us in regard to an epistemic reality, and we indicate the correlations that appear between both perspectives.

Vergara,Nelson;
Alpha (Osorno) , 2006, DOI: 10.4067/S0718-22012006000200003
Abstract: the article has as its objective the determination of the reality of patrimonial objects. in order to do this it reviews, in first place, the more general characteristics that are present in them through a metaphysical investigation: their semiological, structural and axiological condition, at the level of abstract formalities as well as empirical. then, it incurs in their metaphysical condition as such, determining their reality in the context of a historical discussion that confronts differing conceptions of reality. in third place, an analysis of the dynamics of patrimony in this metaphysical condition, underscoring three key aspects: their realization as metaphor, their joint expression of emotion and memory, and it ends with some observations that bring to light their testimonial property, which due to its eminent provisional character is included as an annex
Rupturas e continuidades na política social Chilena
Vergara, Pilar;
Lua Nova: Revista de Cultura e Política , 1994, DOI: 10.1590/S0102-64451994000100004
Abstract: how diferent is the social policy of the chilean democratic government as compared with pinochet's government? how much is it possible to conciliate the goals of economic growth and of social equity in a market economy? the aylwin government managed to maintain economic expansion and to increase social expenses. but neither the pure dynamism of the market nor a policy of expanding social expenses have been able to atenuate the dualist and socially regressive character of the welfare model that arose from the neoliberal policies of the authoritarian regime
"CUANDO EL RíO SUENA, PIEDRAS TRAE": RELAVES DE COBRE EN LA BAHíA DE CHA?ARAL, 1938-1990
Vergara,Angela;
Cuadernos de historia (Santiago) , 2011, DOI: 10.4067/S0719-12432011000200005
Abstract: from the perspective of environmental history, this article focuses on the impact ofthe large scale copper industry on the province of cha?aral between 1938 and 1990. more specifically, it looks at the history beyond the 350 tons ofcopper tailings disposed in the salado river and the pacific ocean, first by the u.s. company andes copper and later by codelco-chile. while local authorities decided to ignore the problem, local residents articulated a critical discourse, denouncing the polluting practices of the company. moreover, this article raises questions about the traditional assumption that the nationalization represented a break in the history of the copper industry, showing -from the perspective of environmental history- the existence of important continuities.
El contexto de las reformas del sector de la salud
Vergara,Carlos;
Revista Panamericana de Salud Pública , 2000, DOI: 10.1590/S1020-49892000000700004
Abstract: in latin america, health sector reforms have gone hand in hand with social and economic trends during the latter half of the twentieth century and have reflected the particular concept of "development" that has been in vogue at different times. economic stagnation and increased social spending, both hallmarks of the 1960s, led to the decline of the "import substitution" development model, which had prevailed since the beginning of the century, and slowly gave way in the 1980s to the "globalization"model. from the earlier model, a transition took place toward a restructuring of production and a series of economic adjustment policies that led, ironically, to an increase in poverty in latin america. implementation of the new model has occurred in two phases. the first, known as the "social reform" or "first generation "phase, sprang from the notion that poverty is the sum of a number of material shortages that can be corrected through an equitable redistribution of a fixed volume of goods belonging to society. this conceptual framework, which was completely devoid of all historical linkages and separated from economic policy, led to social policies whose entire purpose was to mitigate poverty through subsidies targeting the poorest persons in the society. in the second phase of the globalization model, which arose in the 1990s and became known as the "second generation" or "postadjustment" phase, new economic rules came into play that were based primarily on international competition, efficiency in production, and openness and fairness in the capital markets. and if during the initial stage the conceptual strategy behind all social policy was to fight poverty, in the second stage the strategy became one of achieving equity, which was no longer interpreted as the even distribution of a fixed volume of capital goods, but as the sustained provision of greater and better opportunities for all. having grown accustomed to the protectionism inherent in the earlier development
La revolución pecuaria: del tradicionalismo a la industrialización
Vergara,Wilson;
Revista de Medicina Veterinaria , 2012,
Abstract: the spectacular growth rates of the global livestock sector in the last two decades have formed an agrarian revolution. demographic changes, rapid urbanization and fast economic growth in emerging economies are the factors that have driven this revolution. in this process the livestock sector has undergone a transformation of its productive structure, from extensive traditional systems to intensive industrial systems. this livestock revolution, however, confronts a number of global challenges and opportunities, which have only recently drawn attention to the need to develop an institutional framework that is coherent with changes and a series of policies that make it possible to regulate the great challenges involved in the new environment of the livestock sector.

METAPOéTICA DEL AGUA EN RAúL RENáN
GLORIA VERGARA
Agathos : an International Review of the Humanities and Social Sciences , 2010,
Abstract: This essay represents our homage to the Mexican poet Raúl Renán. We put in dialogue the metapoetics of Raúl Renán with the ideas of Gaston Bachelard, emphasizing the cosmic image of the water and the salmon. In the agony of the salmon, we try to catch some of the unheard fight of the human being, the singing that aspires to the sacred thing and that, finally, is diluted within the ironic destination of a trivial death.
